Purpose

Portfolio Holder Delegated Decision taken pursuant to Part Two, Section D Article 20, ‘The Cabinet (Executive) Functions’ and Part Three, Section B Access to Information Standing Orders, No. 49 ‘Special Urgency’.

In accordance with Standing Order 49, agreement has been sought from and given by the Chair of the relevant Overview & Scrutiny Committee that this decision is urgent and cannot reasonably be deferred.

Decision

The Leader agrees to:

1. Approve the governance and administration arrangements for the £150,000 Leader’s Priority Fund, as set out in the supporting application form, assessment criteria and scoring matrix, grant award letter and associated terms and conditions.
2. Authorise individual awards from the Leader’s Priority Fund, following recommendation by officers, on their completion of an assessment in accordance with the approved governance arrangements and subject to the total funding award remaining within the £150,000 budget approved by Full Council.
3. Ratify the use of the Leader’s Priority Fund for the Petersfield Central Car Park tree planting programme and the East Hampshire District Council legacy project, which were supported prior to the formal governance arrangements for the Fund being approved and are confirmed by officers as falling within the now approved governance arrangements.
