Purpose
To consider and approve the summary business case,
Whitehill & Bordon Leisure Centre Westside Extension, allowing
for a detailed business case and further feasibility work to
commence.
To note the conclusions and recommendations of the report
completed by consultants Strategic Leisure.
To approve the relevant delegations as outlined in the
recommendations.
Decision
RESOLVED that
a.
the summary
business case contained in Exempt Appendix 1 (Whitehill &
Bordon Leisure Centre Wetside
Extension) of this report be noted and approved, allowing for a
detailed business case and further feasibility work to
commence;
b.
the conclusions and
recommendations of the report completed by consultants Strategic
Leisure in Exempt Appendix 2 be noted;
c.
the content of
Appendix 5 – Exempt Information (Section 4.2 Financial
Considerations) be noted;
d.
authority be
delegated to the Chief Operating Officer (subject to a detailed
business case and successful Section 106 funding application) in
consultation with the Chief Executive, the Leader, Deputy Leader of
the Council & Portfolio Holder Whitehill & Bordon Area,
Chief Finance Officer (s151 Officer) and Monitoring Officer, the
Executive authority to decide upon and implement options set out in
a detailed business case about the extension of Whitehill and
Bordon Leisure Centre and to authorise any necessary contractual
documentation; and
e.
the Project
Initiation Document in Exempt Appendix 4 of this report for the
Wetside Extension project be
approved.
