Decision

It was RESOLVED that Cabinet:
 

a.    
Approved the principles and themes of the next phase of the Shaping
East Hampshire’s Future programme
(SEHF Phase 2);

b.    
Subject to consultation, agreed in principle the proposed Senior
Leadership structure at Appendix 2;

c.    
Noted the wider proposed changes to staff roles and
responsibilities.

d.    
Approved that formal consultation will begin immediately (in
relation to SEHF Phase 2) with affected members of staff including
the Senior Leadership Team.

e.    
Approved an Executive delegation that following consultation, the
Head of Paid Service shall take all necessary steps to implement
the proposed staffing changes to meet the various financial
scenarios set out in this report as appropriate; and appoint to
roles within the proposed Senior Leadership Structure following
relevant processes set out in the Constitution in relation to
changes to terms and conditions and appointments of Chief
Officers;

f.      
Recommended Full Council to approve the principle that the gross
annual salary for the new Executive Director roles is likely to be
over £100,000 on appointment (but less than £125,000)
and that terms and conditions for the new roles will be determined
by HR Committee as set out in the Constitution; and*

g.    
Recommend Full Council to delegate authority to the Section 151
officer, in consultation with the Portfolio Holder for Finance, to
drawdown funds from earmarked reserves to fund implementation and
delivery costs*
 
*please note that part F and G of the
recommendations are not subject to call-in as these are decisions
for Full Council.
