Purpose

On 15th December 2022, Cabinet agreed the
following delegation. The full recommendation agreed by the Cabinet
is:
 
a.   
Note the update and endorse the Grow Up! Project
b.   
Note the council’s indicative allocation from Department of
Levelling Up and Climate Change (DLUHC) of £1m UK Shared
Prosperity Funding to be spent over three years subject to an
approved investment proposal.
c.    
Delegate to the Director of Regeneration and Prosperity, in
consultation with the Monitoring Officer and Section 151 Officer,
delivery, management and approval of spending in line with the
investment proposal once it has been approved by DLUHC
d.   
Note the council’s indicative allocation from Department for
Environment, Food and Rural Affairs (DEFRA) of £490,618 Rural
England Prosperity Funding (REPF) to be spent over two years
subject to an approved investment proposal.
e.   
Delegate to the Director of Regeneration and Prosperity, in
consultation with the Monitoring Officer and Section 151 Officer,
delivery, management and approval of spending in line with the
investment proposal once it has been approved by DEFRA.
f.     
Approve the preferred option of a ‘Development of rural hub
(community farm) in partnership with private sector and / or
community stakeholders.
g.   
Agree in principle to the acquisition of land (either by freehold
or leasehold) subject to a business case to be brought back to
Cabinet.

Decision

That the Director of Regeneration &
Prosperity approve the proposed year 3 programme of works and associated expenditure for
both UKSPF and REPF.
