The East Surrey Shadow Authority Executive is preparing for the establishment of the new East Surrey Council, which will officially begin operating on 1 April 2027. Until that date, this shadow authority, comprised of elected councillors, will function alongside existing local councils. Its role is to oversee the transition and prepare for the delivery of services by the new unitary council. Meetings will be held at Elmbridge Borough Council's Civic Offices.
