Resolved that
(a)
the procurement and contract strategy for waste collection and
street cleaning services be approved on the following
basis:
i.
reprocure a joint contract with Mole Valley District
Council, Surrey Heath Borough Council and Woking Borough Council
based on the current baseline service specification for waste
collection services with an initial term of seven years commencing
on expiry of the current contract in 2027 and expiring in 2034,
with two further options to extend up to a maximum of fourteen
years;
ii.
the re-procurement of the joint contract outlined in
(a) above will provide flexibility to give Elmbridge the option to
include street cleaning services in the district in the scope of
the reprocured joint contract;
iii.
the contract management function for the joint
contract will continue to be delegated by the four authorities to
one client team; and
(b)
given the need to commence the procurement process no later than
July 2025, authority be delegated to the Strategic Director for
Place and Community, in consultation with the Section 151 Officer
and the Portfolio Holder for Climate Change, Environmental Services
and Sustainability, as a member of the Joint Waste Collection
Services Committee, to make all other decisions and take all
actions necessary to give effect to (or which are ancillary to)
commencing the re-procurement including but not limited
to:
i.
the final specification; and
ii.
the price, quality split and the detailed evaluation
criteria and weightings.
