Resolved that
 
(a)      
authority be delegated to the Strategic Director, in consultation
with the  Portfolio Holder for Leisure,
Culture and Commercial Strategy, to consider the results of the
Phase 3 consultation and subject to being satisfied on reasonable
grounds that the statutory conditions for making such orders are
met, agrees to make the Elmbridge Borough Council Unauthorised
Mooring Public Spaces Protection Order 2025 in the form and
covering the locations set out in the report in accordance with
Sections 59, 64 and 72 of the Anti-Social Behaviour Crime and
Policing Act 2014;
 
(b)      
subject to the outcome of (a) above, officers be authorised to
carry out all necessary steps to monitor the effectiveness of the
said Order and publicise the said Order for the maximum period of 3
years up to March 2028; and
 
(c)        the updated
Environmental Enforcement Policy (2025) be agreed and that any
further minor revisions to this or the draft Order be delegated to
the Strategic Director, in consultation with the Portfolio Holder
for Leisure, Culture and Commercial Strategy, to agree.
