Resolved that
 
(a)       a
lease of the Thames Ditton Centre for the Community to Vital
Village be agreed;
 
(b)      
the Heads of Terms, as set out in Appendix A of the report, be
agreed;
 
(c)        the initial
funding of £101,000 be taken from the savings to be generated
in 2024/25;
 
(d)      
£30,000 for repairs and maintenance be taken from the
Transformation Fund, if required;
 
(e)       in
order to ensure continuity of service for service users, carers and
families, the Dementia Service continue at the Thames Ditton Centre
for the Community until alternative suitable accommodation is ready
for occupancy;
 
(f)        the Heads of
Terms, as set out in Appendix A, be amended to include the
following wording “The tenant agrees that hiring fees will
remain the same for at least 12 months where a current agreement is
reinstated under the tenant's management. Beyond that, the tenant
will engage with current hirers to ensure a workable solution is
agreed.”; and
 
(g)      
the Terms of Reference for the Vital Village’s Advisory
Board, as set out in Appendix B, be amended to include a further
duty for the Board in respect of the monitoring and oversight of
profit allocation across community programmes.
