Purpose

report to consider the consultation on the
proposed PSPO to address the issue of Unauthorised
Moorings.

Content

Resolved that
 
(a)      
the results of the two consultation phases on proposals to
introduce an Unauthorised Mooring Public Spaces Protection Order,
be noted;
 
(b)      
having been satisfied on reasonable grounds that the statutory
conditions for making such Orders were met, the Elmbridge Borough
Council Unauthorised Mooring Public Spaces Protection Order 2024 be
agreed, in the form and covering the locations shown in Appendix 8
and 9 of the report, all in accordance with Section 59, 64 and 72
of the Anti-Social Behaviour Crime and Policing Act
2014;
 
(c)        officers be
authorised to carry out all necessary steps to monitor the
effectiveness of the said Order and publicise the said Order for
the maximum period of 3 years up to March 2027; and
 
(d)      
the updated Environmental Enforcement Policy (2024) be
agreed.
