Resolved that, as the value to
the community as a whole, derived from undertaking wider community
engagement with Claygate, would outweigh the benefits received from
the proposed development, the Council withdraw from negotiations
with Kilo Properties Limited and Marks & Spencer Plc and no
longer proceed with the Development Funding Agreement and the
resultant lease.
