Resolved that
 
(a)      
the Council’s entry into the Access Agreement with Kent
County Council to enable its participation and purchase of gas and
electricity from the frameworks referred to in (b) and (c) below,
be approved;
 
(b)       a
contract for the supply of electricity be awarded to NPower Limited for up to four years from 1 October
2024 via a call-off from LASER Framework ref Y22009;
 
(c)        a contract for
the supply of gas be awarded to Total Energies for up to four years
from 1 October 2024 via a call-off from the LASER Framework ref
Y22008;
 
(d)       if
NPower Limited or Total Energies
cannot, or do not accept the offer of a Council contract, contracts
for gas and electricity be awarded to the next ranked Suppliers on
Lot 1 of each of the frameworks and such an award shall be in
accordance with the frameworks listed above;
 
(e)      
the instruction of LASER’s bureau and fully managed energy
services as described in section 3 of the report, be
approved;
 
(f)        the continued
use of Renewable Energy Guarantee of Origin (“REGO”)
certificates as the only offsetting option currently available as
described in section 6 of the report, be approved; and
 
(g)      
authority to be delegated to the Strategic Director, in
consultation with the Portfolio Holder for Climate Change &
Sustainability and the Portfolio Holder for Finance &
Resources, to move between energy baskets within the framework
during the term of the framework as energy markets
dictate.
