Decision

RESOLVED that

1. the Interim Chief Finance Officer (Section 151 Officer) amend the General Consent, to include a new general consent to Surrey County Council to enter into any capital and non-capital contracts in respect of Surrey Fire and Rescue Service;
2. the Interim Chief Finance Officer (Section 151 Officer) amend the General Consent to District and Borough Councils in East Surrey and Surrey County Council to dispose of any land / property through lease, wayleave, and easement where:

a.       the total rental receivable under the individual transaction is less than £1million, the lease term is for less than 20 years and where the capital value of the asset is less than £1m;

b.       authority be delegated to the Executive Member for Finance & Resources, in consultation with the Interim Chief Finance Officer (Section 151 Officer), to approve leases where the total rental receivable under the individual transaction is less than £1million, the lease term is for less than 20 years and the capital value of the asset is £1m or more;

c.       the wayleave is for less than 20 years; and

1. the Interim Monitoring Officer update the General Consent included within the East Surrey Shadow Authority Constitution with the additional general consents.
