Decision

RESOLVED that

1. the proposal by Elmbridge Borough Council for Charter Trustees to be created in that borough on 1 April 2027, be supported;
2. the proposal by Epsom and Ewell Borough Council for Charter Trustees to be created in that borough on 1 April 2027, be supported;
3. should the proposed creation of a Parish covering the same area be not approved from 1 April 2027, the proposal by Reigate and Banstead Borough Council for the creation of Charter Trustees in that borough from 1 April 2027, be supported;
4. it be noted that Unitary Authority Councillors for wards overlapping any Charter Trustee areas created will automatically be made Charter Trustees from 1 April 2027; and
5. it be noted that Ministry of Housing, Communities and Local Government officials are considering the need to amend the Surrey Act 1986 to ensure the rights over Norbury Park Estate (currently with the County Council, and wholly within Mole Valley) will sit with East Surrey Council.
