Decision

RESOLVED that

1. subject to a similar resolution being made by the West Surrey Shadow Authority, the recommended host authority for those services that were previously authority agnostic, as set out in Appendix 1, Section 2a of the report, be agreed;
2. the host authority for the Children's Emergency Duty Team be amended from West Surrey to East Surrey;
3. the host authority for the Surrey Online School be amended from East Surrey to West Surrey;
4. it be noted that the recommendations had been developed through a consistent, evidence-led and proportionate process involving service specialists, Theme governance, cross-Theme quality assurance, senior officer review and engagement with the East Surrey Shadow Executive and the West Surrey Shadow Executive;
5. it be noted that agreed service configurations and hosting arrangements would be considered within the wider strategic and financial planning process for 2027/28;
6. it be noted that the Inter Authority Agreement would provide the mechanism for operational management and oversight, governance, financial and risk arrangements, performance management, escalation, review and exit arrangements for all hosted arrangements between East Surrey Council and West Surrey Council;
7. it be noted that a small number of services were recommended for long-term hosting for specific operational reasons. For those services where interim hosting was recommended to provide service continuity, it be noted that this was time-bound and would not pre-empt the future operating model or transformation decisions of either new council; and
8. it be noted that the Heads of Paid Service for East Surrey Shadow Authority and West Surrey Shadow Authority may exercise their delegated authority as approved by both Executives in July, should this become necessary.
