Decision
DECISION: The Cabinet agreed to
I.
Approve the entering into of a JCT Design and Build Main Works
Contract with Hill Partnership to deliver Block A and Block D for
the Contract Price set out in Part 2 of this report.
II.
Delegate authority to the Executive Director of Housing and
Regeneration to agree all outstanding terms for the construction of
Block D under the JCT Design and Build Main Works Contract referred
to in recommendation I, such final terms to be implemented by way
of a deed of variation, in accordance with the original procurement
documents.
III.
Approve the 5 year development budget as set out in Part 2 of this
report and
IV.
Delegate authority to the Executive Director of Housing and
Regeneration to spend the development budget and contingency as set
out in Part 2 of this report
V.
To amend the existing phasing plan to bring Block B forward as the
next phase (Phase 2) of the regeneration scheme and to submit
relevant reserved matters applications and variations to the
existing planning application to accelerate delivery in accordance
with the Council’s objectives
VI.
Approve the enter into of a contract with HTA Architects as Lead
Designer for Block B. This contract to include a reserved matters
application, supporting a variation to the planning application,
and planning and design works for the sum set out in Part 2 of this
report
VII.
Delegate authority to the Executive Director of Housing and
Regeneration to approve the submission of the relevant reserved
matters planning application and variation documents to progress
Block B
VIII.
Agree an in-principle decision to utilise CPO powers to secure
vacant possession of the properties and land required to facilitate
the delivery of Block B in line with achieving the ultimate
regeneration of the estate with the CPO to be brought back to
Cabinet at a later date with supporting justification.
IX.
Authorise officers to carry out all preparatory work for the
proposed CPO alongside any other powers.
X.
Approve the themes and approach to securing socio-economic benefits
for the Joyce and Snells Scheme set out in the Draft Socio-economic
Strategy (Appendix 1).
