Purpose

The CRF will replace the Household Support
Fund (HSF) and Discretionary Housing Payments (DHP) from 01/04/26,
combining the two.

Decision

DECISION: The Cabinet agreed to:
 

     
I.        
Note that Enfield has been allocated £7.4m (indicative) CRF
per year for the period of 1 April 2026 to 31 March 2029. This
includes £1.67m for the Discretionary Housing Payments
element for years 1 and 2, with revised DHP funding levels in the
FYE March 2029.

   
II.        
Agree to distribute the £7.4m grant as detailed in paragraphs
2 to 26.

  
III.        
Delegate authority to the Chief Financial Officer in consultation
with the Cabinet Member Finance & Procurement the decision to
reallocate funding up to £0.5m between themes if
required.

 
IV.        
Delegate authority to the Chief Financial Officer to agree any
legal documentation needed to implement the recommendations within
this report.
