Purpose

This project will deliver a comprehensive network of EV charging points across HRA estate car parks, providing residents with safe, convenient, reliable, and affordable access to electric vehicle charging. The programme will support the transition to low-emission transport, future-proof estate infrastructure, and ensure equitable charging provision across the borough in response to growing resident demand.

Funded through a combination of HRA capital investment and a grant from the Department for Transport, the programme is expected to be delivered over a four-year period. Priority locations will be selected based on resident demand, site suitability, and opportunities to coordinate delivery with other estate improvement projects, maximising value for money and minimising disruption to residents.

The purpose of this Key Decision is to seek approval for the procurement and award of contracts across two lots: (1) the supply, installation, servicing, and maintenance of EV charging infrastructure; and (2) the provision of back-office software and operational support services required to manage and monitor the charging network.
