Purpose

Following KD 5705, we have finished the development stage of the programme and are requesting approval for the delivery phase of the project including Finance approvals and accepting the NLHF delivery Grant. under the assumption the NLHF delivery grant is approved.

Decision

DECISION: The Cabinet agreed to:

      I.         Approve the acceptance and entering into a grant agreement with the National Lottery Heritage Fund, to commence the delivery phase of the project ‘Unlocking Broomfield for the Community’ and delegate to officers the signing of the Permission to Start form.

    II.         Approve Council match funding of £0.5m

   III.         Approve the addition of £4.6 million to the approved capital programme, under the delegation granted by Council to Cabinet as part of the approval of the 2026/27 Capital strategy and Ten-year capital programme (KD5994). The growth is funded by:

·       NLHF grant £4.1m (89%)

·       Council funding £0.5m ((11%), financed by Capital receipts in 2028/29 and 2029/30.

  IV.         Approve going out to tender for Suppliers, Consultants and other surveys, consultants and specialist input as required to undertake this work.

    V.         Delegate authority to the Executive Director – Housing and Regeneration to procure, award and enter into contract with the relevant consultants and suppliers to support delivery of the project.

  VI.         Note that legal advice has been sought around the restrictive covenant for Broomfield House and the use as set out in paragraph 5 of this report is in line with the current covenant.
