DECISION: The Cabinet agreed to:

      I.         Note the borrowing and investments position and estimates as at 30th June 2026 and Quarter 1 (Q1) estimates for financial year 2026/27.

    II.         Note that the separate Q1 Revenue and Capital Financial Monitoring report on this agenda requests a reduction of the capital financing budget by £3m (to be vired to Adult Social Care).

   III.         Approve the principle that any further capital financing underspends (beyond the £3m vired to Adult Social Care) will be used to repay debt (as Voluntary Minimum Revenue Provision).
