To seek approval to
procure a new 5+2 year contract for the
provision of traffic signals maintenance, installation and
improvement works and to enable interim contracts to be in place
during the procurement process to ensure continuity of essential
maintenance and capital funded works.

Cllr Stephen Davies, on behalf of Cllr Dom
Morris, sought Cabinet approval to procure a new 5+2 year contract
for the provision of traffic signals maintenance, installation and
improvement works and to enable interim contracts to be in place
during the procurement process to ensure continuity of essential
maintenance and capital funded works.
 
 
 
Having considered all of the information,
Cabinet noted the report and

RESOLVED to:
 
 
1. Delegate authority to the Executive
Director of Economy, Environment and Infrastructure in consultation
with the Cabinet Member for Highways and Flood to:

(a) Conduct a mini-competition process under
Lot 6 of Crown Commercial Services RM6099 Transport Technology
& Associated Services in respect of a call-off contract for the
supply of Traffic Signal maintenance services and works. The
proposed call-off contract shall continue for an initial period of
5 years and include an option to extend its term for a further
period of not more than 2 years; and

(b) Award the call-off contract described in
Recommendation 1(a) to the preferred tenderer.

(c) Determine whether to exercise the option
to extend the calloff contract described in Recommendation 1(a) for
a further period of not more than 2 years on the expiry of the
initial 5 year term; and

2. Approve the exercise of a 4-month extension
option (commencing 1 April 2025) under the council’s contract
with Telent Technology Services Ltd for the supply of traffic
signals maintenance services (not works) that was awarded pursuant
to a decision by the Executive Director Economy, Environment and
Infrastructure dated 26 September 2024.

3. Approve the award, without further
competition, of a call-off contract for the supply of Traffic
Signals works (not services) for the purpose of delivering the
12-month delivery programme of works associated with the Department
for Transport (DfT) traffic signals obsolescence grant award
(TSOG). Expenditure of this award is required prior to 31 March
2026. The proposed call-off contract shall be awarded under Lot 7
of the Crown Commercial Services Transport Technology &
Associated Services Framework Agreement (RM6099) to the preferred
tenderer, namely Telent Technology Services Limited
(“Telent”) in accordance with the direct award criteria
prescribed under the framework. The proposed call-off contract
shall continue for period of 12 months commencing in January
2025.
