Purpose

To ratify the decision to increase fees for
providers of adult social care services in line with agreed indices
and in accordance with the Care Act 2014 section 5 and within the
agreed budgetary allocation.

Decision

In coming to this
decision I have given due and full regard to the requirements of
the public sector equality duty contained in section 149 of the
Equality Act 2010 (“the Act”) by reference to the law
itself and also the relevant Equality Impact Assessment, which was
prepared in accordance with the requirements of the Act.
 
Having fully
considered all the available information, I have decided to reject
the alternative options and take the recommended decision to:
Ratify the decision taken by the Executive Director of Adult Social
Care, Wellbeing and Communities to:
 
a) increase fees to
commissioned providers of adult social care services under contract
(Pre-Placement Contract and Gloucestershire Health and Social Care
Framework and Gloucestershire Care Partnership contract) by 5.63%
for bed-based care and 5.54% for community-based care and 5.66% for
the GCP contract from 1st April 2024 in line with agreed indices
and in accordance with the Care Act 2014 section 5 and within the
agreed budgetary allocation.
 
b) pay commissioned
providers of adult social care services under contract
(Pre-Placement Contract and Gloucestershire Health and Social Care
Framework and Gloucestershire Care Partnership contract) the
inflationary uplift for 2023-24 for the period 1 st-15th April 2023
in retrospect using Market Sustainability and Improvement funding.
