Purpose
To seek approval to procure and award a
contract for the supply of recruitment advertising services in
respect of both Gloucestershire County Council and Gloucester City
Council’s staff vacancies, (given that the County Council
provides a HR service to Gloucester City Council).
Decision
In coming to this
decision I have given due and full
regard to the requirements of the public sector equality
duty contained in section 149 of the
Equality Act 2010 (“the Act”) by reference to the law
itself and also the relevant Equality Impact Assessment, which was
prepared in accordance with the requirements of the Act.
Having fully
considered all the available information, I have decided to reject
the alternative options and take the recommended decision to:
Delegate authority to the Director: Digital and
People Services, in consultation with the Cabinet Member for
Finance and Change to:
1.
Conduct a competitive process under Crown Commercial
Services’ RM6124 Communications Marketplace Dynamic
Purchasing System in respect of a call-off contract for the supply
of recruitment advertising services in relation to both
Gloucestershire County Council’s and Gloucester City
Council’s staff vacancies. The proposed contract shall
continue for an initial period of 2 years and include options to
extend its term for a further period of 1 year on its second
anniversary and an additional period of 1 year on its third
anniversary (i.e. 2+1+1 years);
2.
Award such contract to the preferred tenderer; and
3.
Determine whether to exercise the option to extend the term of
the contract for a further period of 1 year on its second
anniversary and an additional period of 1 year on its third
anniversary.
