Purpose

Since the Individual Cabinet Member decision
in 2019, there have
been two unsuccessful attempts to procure the required staff
counselling services alongside delays brought about by the
COVID-19 pandemic.
However, in this period, our existing Employee Assistance
Programme (EAP) provider have changed their model and now
offer face to face counselling as part of our existing
contract,
therefore proceeding with the procurement route previously
authorised is no longer considered appropriate.
