Purpose
To seek delegated
authority to conduct a competition exercise through the Crown
Commercial Services (CCS) Vertical Application Solutions Framework
Agreement (RM6259) in respect of an IT Case Management System for
use by the council’s Education directorate
Decision
In coming to this decision I have given due
and full regard to the requirements of the public sector equality
duty contained in section 149 of the Equality Act 2010 (“the
Act”) by reference to the law itself and also the relevant
Equality Impact Assessment, which was prepared in accordance with
the requirements of the Act.
Having fully considered all the
available information, I have decided to reject the alternative
options and take the recommended decision to:
Approve a proposal to
conduct a competition exercise under the Crown Commercial Services
(CCS) Vertical Application Solutions Framework Agreement (RM6259)
in respect of a call-off contract for the supply of a cloud based
IT Case Management that will be used by the council’s
Education directorate to support all interactions for children,
young people and relevant parties throughout their involvement in
education. The proposed call-off contract shall continue for an
initial period of five years and 9 months (1 year and 9 months for
implementation, full-service commencement thereafter) and include
options to extend its term for a further period of not more than
five years in one-year increments (i.e. 5 years 9 months+1+1+1+1+1
years );
Delegate authority to the Director
of People and Digital Services, in consultation with the Deputy
Leader; Cabinet Member for Transformation and Change; Cabinet
Member for Education and Bus Transport; and Director of Education
to;
(a)
Award the above call-off contract to the preferred tenderer;
and
(b)
determine whether to exercise each of the above extension options
on the relevant contract anniversaries.
