Purpose

To provide Cabinet
with oversight of contracts awarded by the council under the
Modified (Pseudo) Open Framework between 1st September 2023 –
31st August 2024. The framework provides professional services for
children’s social care, including independent specialist
assessments and testing, advocacy, therapeutic services and support
to families.
 

Decision

In coming to this decision I have given due
and full regard to the requirements of the public sector equality
duty contained in section 149 of the Equality Act 2010 (“the
Act”) by reference to the law itself and also the relevant
Equality Impact Assessment, which was prepared in accordance with
the requirements of the Act.  
 
Having fully considered all the available
information, I have decided to reject the alternative options and
take the recommended decision: 
 

That this report has been produced
in accordance with the requirements of a Cabinet decision dated
10th November 2021 to report to Cabinet on an annual basis
throughout the term of the council’s Modified (Pseudo) Open
Framework Agreement in order to provide details of the combined
aggregate value of all call-off contracts for the provision of
Professional Services for Children’s Social Care that were
awarded by the Council under the framework in the preceding
12-month period;  

 

That the combined aggregate value of
all call-off contracts described in Recommendation 1 that were
awarded during the period 1st September 2023 to 31st August 2024 is
£115,962. This is the first year that contracts were procured
through the framework, the budget annually is £1.5m. The
total for the initial 5-year term is £7.5m. If the two-year
extension is exercised, then the total value
£10.5m.  

 

That future reporting will be
changed to be in line with the reporting of otherframeworks.
Therefore, future reporting of spend will be reported in a decision
paper to the Director of Children’s
Services.
