Decision

for the awarding of three call-off contracts under
the council’s Gloucestershire Domestic Abuse Support Service
(GDASS) single provider framework agreement) referred to in this
report as the “GDASS Framework”.
To enter into funding agreements
in respect of partner funding contributions for the
call-offs.
To delegate authority to the
Director of Public Health, in consultation with the Cabinet Member
for Public Health, to determine whether to exercise the options to
extend each call-off contract.
Having considered all of the information,
Cabinet noted the report and
RESOLVED to:
1. Approve the award of a
Call-Off Contract for the supply of domestic abuse support services
under Lot A (core support to victims) of the GDASS Framework to the
sole appointed supplier under the Framework. The proposed Call-Off
Contract shall continue for an initial period of four years and
include an option to extend its term for a further period of one
year on its fourth anniversary and an additional period of one year
on its fifth anniversary (i.e., 4+1+1 years).
2. Delegate authority to the
Director of Public Health, in consultation with the Cabinet Member
for Public Health, to determine whether to exercise each of the two
extension options described in Recommendation 1.
3 Approve the award of a Call-Off
Contract for the supply of domestic abuse support services (see
background for details) under Lot C (support in the health system)
of the GDASS Framework to the sole appointed supplier under the
Framework. The proposed Call-Off Contract shall continue for an
initial period of four years and include an option to extend its
term for a further period of one year on its fourth anniversary and
an additional period of one year on its fifth anniversary (i.e.,
4+1+1 years).
4. Delegate authority to the
Director of Public Health, in consultation with the Cabinet Member
for Public Health, to determine whether to exercise each of the two
extension options described in Recommendation 3.
5. Approve a proposal to enter
into a section 256 Funding Agreement (under the National Health
Service Act 2006) with the Gloucestershire Integrated Care Board
(ICB) under which the council will receive funding from
Gloucestershire ICB for the purpose of funding the call-off
contract described in Recommendation 3 (i.e., contract for the
supply domestic abuse support services within the health
system).
6. Approve the award of a
Call-Off Contract for the supply of domestic abuse support services
(see background for details) under Lot D (support in the courts and
criminal justice system) of the GDASS Framework to the sole
appointed supplier under the Framework. The proposed Call-Off
Contract shall continue for an initial period of four years and
include an option to extend its term for a further period of one
year on its fourth anniversary and an additional period of one year
on its fifth anniversary (i.e., 4+1+1 years).
7. Delegate authority to the
Director of Public Health, in consultation with the Cabinet Member
for Public Health, to determine whether to exercise each of the two
extension options described in Recommendation 6 (i.e. an option to
extend up to a further two years).
8. Approve a proposal for
Gloucestershire County Council to enter into a Funding Agreement
with the Gloucestershire Office of the Police and Crime
Commissioner (OPCC) under which the council will receive a funding
transfer from Gloucestershire OPCC for the purpose of part-funding
(i.e., 75%) the cost of the call-off contract described in
Recommendation 6 (i.e., contract for the supply of domestic abuse
support services in the courts and criminal justice system) on the
basis described in paragraph 6 of this report).
