Purpose

models for the proposed development of three new care homes and
sought Cabinet approval to proceed with the recommended
option.
Having considered all of the information,
Cabinet noted the report and
RESOLVED to:
1. Approve a proposal to build
three new Care Homes for Older People to meet future needs and
improve service provision.
2. Approve the appropriation of
the former sites of:
the Elms Older People’s home located at Elm
Road, Stonehouse shown edged red on Plan 1 and
the former GIS land at Valley Road, Cinderford shown
edged red on Plan 2
from being surplus to requirements to the purposes
of adult social care to enable the Council to construct two new
Care Homes for Older People.
3. Delegate authority to the Assistant Director of
Asset Management and Property Services, in consultation with the
Executive Director of Adult Social Care, Communities and Wellbeing
and the Cabinet Member for Adult Social Care, to identify and
acquire suitable land for the establishment and construction of the
proposed third care home.
4. Delegate authority to the Assistant Director of
Asset Management and Property Services, in consultation with
Cabinet Member for Adult Social Care and the Executive Director of
Adult Social Care, Communities and Wellbeing and, for the build and
construction of the proposed two care homes in Stonehouse and
Cinderford referred to in recommendation 2.
5. Delegate authority to the
Assistant Director of Asset Management and Property Services, in
consultation with the Cabinet Member for Adult Social Care and
Executive Director of Adult Social Care, Communities and Wellbeing
to conduct a competitive procurement
process under the council’s Major Works Framework Agreement
in respect of a call-off contract for the supply of construction
works in respect of the three proposed new care homes.
6. Delegate authority to the
Assistant Director of Asset Management and Property Services, in
consultation with the Cabinet Member for Adult Social Care and the
Executive Director of Adult Social Care, Wellbeing and Communities,
to enter into a legal agreements to facilitate the implementation
of recommendations 4 and 5 including but not limited to contracts
for purchase of land, transfers and works contracts and
licences.
7. Delegate authority to the
Assistant Director of Asset Management and Property Services in
consultation with the Cabinet Member for Adult Social Care and
Executive Director of Adult Social Care, Wellbeing and Communities,
to undertake all ancillary matters necessary to enable the
establishment and construction of the three new care
homes.
8. Delegate authority to the
Executive Director of Adult Social Care, in consultation with the
Cabinet Member for Adult Social Care, to the commissioning of care
in these homes from an external provider to deliver residential and
nursing services, subject to further Cabinet approval.
