Cllr David Gray sought Cabinet approval to
commence the enabling works (subject to the Development Consent
Order being granted by the Secretary of State) for the M5 Junction
10 Improvements Scheme.
Having considered all
of the information, Cabinet
RESOLVED to:
Delegate authority to the Executive Director
of Economy, Environment and Infrastructure, in consultation with
the Cabinet Member for Environment and Planning to:
1. Amend the
existing M5 J10 Early Contractor Involvement (ECI) contract via a
Deed of Variation to allow for works to be committed under two
discrete notices (Enabling works followed by Main works).
2. Thereafter commission the M5 Junction 10
enabling works contract to a maximum value of £25m via the
amended M5 J10 ECI contract subject to the Secretary of State
approving the Development Consent Order (DCO) and subject to GCC
entering into a Deed of Variation to the Grant Determination
Agreement with Homes England to allow the use of HIF funding to
deliver the enabling works.
3. Approve the application of secured funding
including CIL, s106 and / or other funding in so far as those sums
are required alongside HIF funding to allow delivery of the M5 J10
enabling works as may be agreed by the Executive Director of
Economy, Environment and Infrastructure in consultation with
principal scheme funder Homes England.
4. Approve the movement of already allocated
unspent GCC capital funding associated with Arle Court Transport Hub, to support delivery of
the Housing Infrastructure Fund (HIF) programme of works (including
either the A38/A4019 junction improvements at Coombe Hill or the M5
J10 Improvements Scheme) as agreed by the Executive Director of
Economy, Environment and Infrastructure in consultation with
principal scheme funder Homes England
5. Implement the programme as set out in the
timeline section of this report.
