Purpose

The decision to exercise a two-year extension
has been made because:

•This Contract and the incumbent Supplier (Inclusion
Gloucestershire) play a significant role in reviewing and
maintaining quality of the health and social care market in
Gloucestershire, supporting the Authority’s statutory duty as
described in Section 5 of the Care Act 2014.
•The Supplier has a strong track record of supporting
Gloucestershire’s Quality Assurance Programme. Inclusion
Gloucestershire deliver a significant proportion of quality
assurance assessments for the disabilities market in
Gloucestershire. Without this resource, Integrated Commissioning
would not achieve its target (>95%) of ensuring all services are
visited and assessed at least once every three years.
•The Service plays a critical role in ensuring
Experts-by-Experience are involved in decision making and
improvement activity at an operational level in the county. The
service offers employment opportunities for people with lived
experience of disability and mental ill health.
•Implementing a competitive tender process for a contract to
commence in April 2025 will not give the Project Team the
opportunity to embed findings/recommendations of the Adult
Transformation QAF Project or the planned Living Well
Strategy.

To exercise a two-year extension option
commencing 01/04/2025 under the Council’s contract with
Inclusion Gloucestershire for the supply of the Experts by
Experience led Quality Assurance Programme for health & social
care commissioned services for people with disabilities
