Purpose

To seek approval for changes to the
procurement arrangements for the Electronic Call Monitoring (ECM)
system for home care and supported living providers in
Gloucestershire and to award a contract.

Decision

That the Cabinet Member for
Adult Social Care rejects the alternative options and takes the
recommended decision to:
 

approve the award of a Call-Off
Contract for the supply of an electronic system model enabling the
monitoring, payment and reporting of care visits delivered by
externally commissioned Adult Social Care Providers  under RM6259 Lot 2 Education
Community, Health and Social Care Solutions of the Crown Commercial
Services (CCS) Vertical Application Solutions (VAS) Framework to
Access UK Ltd.  The Call-Off Contract
shall continue for an initial period of 3 years and include an
option to extend its term for a further period of not more than two
years following the conclusion of a mini-competition process
thereunder; and

 
2.   
approve the immediate modification of the Call-Off Contract awarded
under recommendation 1 above from a three-year term with the option
of a two-year extension, to a fixed three-year contract with no
option to extend, for the reasons set out below.
