Purpose

These decisions follow the conclusion of the
round eleven (1st April 2025 - 31st March 2026) procurement for the
Gloucestershire HAF Programme 2025-2026, inclusive of the
recommended providers that have demonstrated that they are able to
meet the required specification and financial envelope.

Following the conclusion of a mini competition process through the
HAF Modified Framework Agreement for Round Eleven (1st April 2025
until 31st March 2026) of the Gloucestershire Holiday Activity and
Food Programme (HAF), and having consulted with the Cabinet Member
for Children’s Safeguarding in accordance with the Cabinet
Decision dated 29th January 2025, the Executive Director of
Children’s Services agrees to:

1.Allocate funding for 2025-2026 to six Gloucestershire districts
as listed in this report (Appendix 1).
2.Award the allocations for Lot One District Leads for 2025-2026 as
listed in this report (Appendix 2)
3.Appoint new providers to the framework for Spring, Summer, and
Winter 2025 within the parameters of the cabinet decision to ensure
continuity of HAF provision (Appendix 3).
4.Confirm Lot Two and Three Provider allocations for Spring, Summer
and Winter delivery periods (Appendices 4 and 5 respectively)
5.Assign HAF Community Connector allocations for Spring, Summer and
Winter delivery periods (Appendix 6)
6.Extend the term of the HAF Framework Agreements associated with
Lot One, Two and Three until 31st March 2026 (Appendices 7 and 8
respectively)

of the Gloucestershire Holiday Activity and Food Programme (HAF),
and having consulted with the Cabinet Member for Children’s
Safeguarding in accordance with the Cabinet Decision dated
29th January 2025, the Executive Director of
Children’s Services agrees to:
