Purpose

The contract with AtkinsRealis will allow the
council to continue the work necessary as scheme promoter to
deliver the OBC for the M5 Junction 9 and A46 (Ashchurch) Transport
Scheme. This work is required to enable the council to transfer the
scheme to National Highways (NH) to progress the scheme to
construction.

Having consulted with the Cabinet Member for Environment and
Planning in accordance with the Cabinet decision of 15th May
2024:-

DECISION

To award without further competition a call-off contract for the
supply of professional Highways Traffic and Transport services
under Lot 5 of the Eastern Shires Purchasing Organisation (ESPO)
Consultancy Services (664-21) framework agreement during the period
1st May 2025 to 31st March 2026 to the preferred tender, namely
AtkinsRealis, in accordance with the framework’s direct award
criteria. The provision of the above services will enable
consultancy work to continue on the council’s Strategic
Outline Case (SOC) and Outline Business Case (OBC) relating to the
M5 Junction 9 and A46 (Ashchurch) Transport Scheme following the
expiry of the council’s Professional Services Contract with
AtkinsRealis on 31 March 2025 under which the above services had
been provided previously.
