Purpose

The National Government’s
childcare reforms programme was launched in March 2023 and this
report enables funding to be allocated to those whose bids have
been assessed by the council as successfully meeting the criteria
for the capital grant and wraparound childcare delivery grant
funding. The awarding of these grants is to ensure the council
meets its duties in the delivery of the Government Childcare
Reforms by ensuring there is sufficient Early Years and Out of
School childcare provision across the county to meet
demand.  
Following the  grant panel
on 21 May and 6 June 2025, the panel agreed the applications listed
below that meet the criteria for the grant
monies.  
 

Decision

Having consulted with the Cabinet Member for
Education and Skills (as successor to the Cabinet Member for
Children’s Services) in accordance with the Cabinet decision
dated 12 June 2024:

To award the following [phase 4] Subsidy
Control Regime compliant grant funding on the basis set out in
Appendix 1 and Appendix 2 to this report using the grant award
process agreed by Cabinet on 12 June 2024:
