Purpose

To seek delegated authority to procure highways professional
services and to also meet the costs of statutory undertakers and
authorities to support the delivery of the M5 Junction 10
Improvements Scheme.

Having considered all of the information,
Cabinet noted the report and

RESOLVED to:
 
 
 

1.             
Approve the award, without further competition, of a
call-off contract for the provision of Highways Professional
Services (in relation to the J10 Improvements Scheme) under the
Eastern Shires Purchasing Organisation (ESPO) framework agreement
to the preferred tenderer, namely AtkinsRéalis, in accordance with the direct
award criteria of the framework.
 

2.             
Delegate authority to the Executive
Director of Economy, Environment and Infrastructure, in
consultation with the Cabinet Member for Business, Economic Development, Planning and
Infrastructure, to:
 
(a)
Award via the framework the call-offs required to
support delivery of the M5 Junction 10 Improvements
Scheme.
 
(b) Commission via
Gloucestershire County Council’s (GCC’s) Highways
Professional Services contract with WSP UK Ltd those task orders
that are required to provide additional professional highways
services to support the delivery of the Scheme.
 
(c) Commission statutory
authorities (such as National Highways, Natural England,
Environment Agency) and utility and telecom providers to relocate
or otherwise alter or protect such utility and telecom equipment as
may be required in order to deliver the Scheme.
