Having considered all of the information, Cabinet noted the report and

RESOLVED to

Delegate authority to the Executive Director of Adult Social Care, Wellbeing and Communities in consultation with the Cabinet Member for Adults’ Support and Independence to:

  1. Conduct a competitive procurement process in respect of a multi-provider 2-year framework agreement for the supply of short term residential and nursing care by providers in Gloucestershire to support the Pathway 2 hospital discharge model described in paragraphs 1, and 2 of this report.

  2. Appoint each of the preferred tenderers to the above framework agreement; and

  3. Call-off and award, subject to the financial limit set out in the Resource Implications section of this report, as many call-off contracts as may be required by the council under the above framework for the provision of Pathway 2 block-bed arrangements. Each of the proposed call-off contracts shall continue for an initial period of 2 years and include an option to extend its term for a further period of 1 year.

  4. Determine whether to exercise the option to extend the term of each of the above call-off contracts for a further period of not more than 1 year on the expiry of the initial 2-year term.

In the event that the value of any individual proposed call-off contract under Recommendation 3 is anticipated to exceed £500,000, a separate Cabinet decision or (as appropriate) Individual Cabinet Member decision to award the call-off contract shall be sought at the relevant time.
