Purpose

To seek cabinet approval to make the changes
to the previously approved Children & Families Capital
Programme set out in the report, and to also seek delegated
authority to procure services and provide funding in relation to
the construction of the proposed new school buildings described in
this report.

Having considered all of the information,
Cabinet noted the report and

RESOLVED to:
 
 
1. Approve the proposed change to
the Children & Families Capital Programme as set out in this
report by adding:

a) the addition of £3.168
million Section 106 Developer Contributions and the transfer of
£1.986m unallocated Basic Need Grant Funding, pending the
receipt of future section 106 developer contributions, towards a
capital expansion project at Severnbanks Primary School; and
b) an additional £2.682
million Section 106 Developer Contribution towards a capital
expansion project at Henley Bank High School.

2. Delegate authority to the
Assistant Director of Asset Management and Property Services, in
consultation with the Cabinet Member for Education and Skills and
the Deputy Leader and Cabinet Member for Finance, Assets and
Transformation to:

Appoint a contractor under the council’s Major
Construction Works Framework Agreement 2024 using the
framework’s call-off contract award mechanism for:
 

the supply of consultancy support in developing a
planning submission and obtaining planning approval in relation to
the capital expansion project at Severnbanks Primary School; and

the designing, building and handover of the new
school building described in paragraphs 6 & 7 in this report at
Severnbanks Primary School.

Award the call-off contract described in
Recommendation 2(a) to the selected contractor.

3. Delegate authority to the Executive Director of
Children’s Services, in consultation with the Cabinet Member
for Education and Skills, to enter into a funding agreement with
Greenshaw Learning Trust, under which the council will provide
£2.682 million to the trust towards the cost of funding a
trust led project to create additional classroom accommodation at
Henley Bank High School.
