Purpose

Pursuant to an Authorisation from Cabinet
(05/06/2025): Community and Adult Skills Programmes 2025 -
2026

Following the conclusion of a mini-competition process under the
Gloucestershire Community and Adult Skills Framework Agreement for
the supply of adult learning programmes, and having consulted with
the Cabinet Member for Education and Skills in accordance with the
Cabinet decision on 5th June 2025:

DECISION:

To award the following four call off contracts to the preferred
supplier, namely Art Shape Ltd.

a call-off contract under Lot 1 of the above framework agreement
for the supply of a First Steps adult learning programme during the
12-month period starting 27th August 2025 which supports
individuals who are new to adult education.

A call-off contract under Lot 2 of the above framework agreement
for the supply of an employability adult learning programme during
the 12-month period starting on 27th August 2025 which supports
individuals who are seeking employment.

a call-off contract under Lot 3 of the above framework for the
supply of an Adults with Learning Disabilities and/or Difficulties
programme (ALDD) during the 12-month period starting on 27th August
2025, which supports individuals who have disabilities or learning
difficulties

a call-off contract under Lot 5 of the above framework agreement
for the supply of a local flex adult learning programme during the
12-month period starting on 27th August 2025, which supports
individuals with emerging needs within their communities.

To award the following three call-off contracts to the preferred
supplier, namely Cinderford Artspace.

a call-off contract under Lot 1 of the above framework agreement
for the supply of a First Steps adult learning programme during the
12-month period starting 27th August 2025 which supports
individuals who are new to adult education

a call-off contract under Lot 3 of the above framework for the
supply of an Adults with Learning Disabilities and/or Difficulties
programme (ALDD) during the 12-month period starting on 27th August
2025, which supports individuals who have disabilities or learning
difficulties

a call-off contract under Lot 5 of the above framework agreement
for the supply of a local flex adult learning programme during the
12-month period starting on 27th August 2025, which supports
individuals with emerging needs within their communities.

To award the following one call-off contract to the preferred
supplier, namely NCLP.

a call-off contract under Lot 1 of the above framework agreement
for the supply of a First Steps adult learning programme during the
12-month period starting 27th August 2025 which supports
individuals who are new to adult education.

Decision
