Purpose

To authorise preparatory work in support of
the refurbishment of Household recycling Centres, including the
vital improvement works at Hempstead and the appointment of a
contractor from the Gloucestershire County Council Major
Contractors Framework for all capital works in excess of
£150k

To authorise a procurement exercise to determine the supplier for
static waste compaction equipment to be supplied and installed as
part of the Hempsted Household Recycling Centre refurbishment
works.

Decision

That the Cabinet Member for
Nature, Climate and Waste Reduction rejects the alternative options
and takes the recommended decision to:
 
1.   
Delegate authority to the Assistant Director of
Asset Management & Property Services in consultation with the
Cabinet Members for Nature, Climate and Waste Reduction and the
Cabinet Member for Finance, Assets and Transformation to procure
and award a call-off contract under the Gloucestershire County
Council (GCC’s) “Major Contractors Framework for all
works in excess of £150k” for the supply of preparatory
design work, planning permission submissions and building works in
relation to vital improvement works at Hempsted HRC.
 
2.   
Delegate authority to the Executive Director of
Economy, Environment & Infrastructure in consultation with the
said Cabinet Member to progress the vital repair works through to
completion. This will include the closure of Hempsted HRC to the
public for approximately 2 months commencing in mid-January
2026.
 
3.   
Delegate authority to the Executive Director of
Economy, Environment & Infrastructure in consultation with Cllr
Martin Horwood, Cabinet lead for nature, climate and waste
reduction to:
 
a)   
Conduct a competitive procurement process in respect
of a contract for the supply, delivery, installation and ongoing
servicing and maintenance of static waste compaction equipment at
Hempsted HRC powered by 100% renewable electricity. The contract
shall also include an option, subject to available funding, to
supply similar waste compaction equipment and related services at
other council HRCs that will be the subject of separate Cabinet or
(as appropriate) Individual Cabinet Member decisions at the
relevant time. The term of the proposed contract shall be up to
five years.
b)   
Award the above supply, delivery, installation and
ongoing servicing contract to the preferred tenderer, which shall
make provision for a two-year fixed price for static waste
compaction equipment supplied within this period. Equipment ordered
after this period shall be evaluated by the Council for value for
money and prices negotiated with the contractor.
