Purpose
To note the two
proposals for local government reorganisation in Gloucestershire
that have been developed in collaboration with district councils
for consideration by Council at its meeting on 12 November 2025.
The options are:
(a) creating a single unitary authority for the whole county,
and
(b) creating two unitary authorities, based on an East / West
division of existing districts
Following this
engagement with Council, Cabinet will decide which proposal should
be formally submitted to the Minister of Housing, Communities and
Local Government in response to his invitation dated 5 February
2025.

Cllr Lisa Spivey sought Cabinet approval to
refer the two proposals for Local Government Reorganisation to
Council.
Having considered all of the information,
Cabinet noted the report and
RESOLVED to:
Refer the following two proposals for local
government reorganisation in Gloucestershire to the Council for
consideration:
Proposal 1: Creating a single unitary authority for the whole
county (as set out in Appendix A); and
Proposal 2: Creating two unitary authorities, based on an East /
West division of existing districts (as set out in Appendix B).
