Purpose of the Report
To delegate responsibility to the Executive Director of Economy, Environment and Infrastructure to enter into a construction contract for delivery of the main works for the M5 J10 Improvements Scheme.
Decision
Cllr Julian Tooke sought approval to commence the main works for the M5 Junction 10 Improvements Scheme.
Having considered all of the information, Cabinet noted the report and
RESOLVED to:
- Delegate authority to the Executive Director of Economy, Environment and Infrastructure, in consultation with the Cabinet Member for Business, Economic Development, Planning and Infrastructure to:
a) Exercise the powers secured by the M5 Junction 10 Development Consent Order to deliver the M5 Junction 10 Improvements scheme
b) Commission the main works, as described at paragraph 6 in the background section of this report, for the M5 Junction 10 Improvement Scheme in accordance with the contractor’s target cost proposal via a contract already procured in respect of the project.
c) Implement the programme as set out in the timeline section of this report.
- Delegate authority to the Executive Director of Economy, Environment and Infrastructure, in consultation with the Cabinet Member for Business, Economic Development, Planning and Infrastructure and the Monitoring Officer to agree the Deed of Variation to secure the negotiated terms of the main works contract.
- Approve the earmarking of the Gloucestershire Infrastructure Investment Fund (GIIF), currently estimated to be £8.575 million, to manage short-term cashflow implications arising from timing differences between expenditure and receipt of developer contributions and capital receipts, or should the need arise to be used in replacement of GCC capital receipts.
- Approve an increase of £44 million to the capital programme taking the total M5 Junction 10 Transport Improvement Scheme budget to £407 million. This is funded by an additional £1.5m HIIF funding, £10m additional approved CIL funding and £32.5m of future S106 funding identified.
