Cllr Paul Hodgkinson sought delegated authority to procure and award a contract for the provision of a domestic abuse/healthy relationship support service for young people in Gloucestershire.
Having considered all of the information, Cabinet noted the report and
RESOLVED to:
Delegate authority to the Director of Public Health, in consultation with the Cabinet Member for Public Health, Communities and Fire to:
- Conduct a competitive procurement process in respect of a contract for the supply of the council’s young persons’ healthy relationship service, which includes domestic abuse support for children and young people victims who are in safe accommodation (see paragraph 20). The proposed contract shall continue for an initial period of two years (commencing 1 April 2027) and include options to extend its term for a further period of two years on its second and fourth anniversaries (i.e., two + two + two years).
- Award the above contract to the preferred tenderer.
- Determine whether to exercise each of the above contract extension options subject to satisfactory performance, continued service need and confirmation of continued availability of funding from the council’s domestic abuse and education budgets, and the Domestic Abuse (DA) Duty Funding/domestic abuse grant underspend (see paragraph 20).
- Approve the allocation of £270,000 (i.e. £45,000 per year) from the Domestic Abuse (DA) Duty Funding/domestic abuse grant underspend (see paragraph 20) to be included within the overall budget for part funding the contract described in Recommendation 1 above during its six-year term (that is, if both the above extension options are exercised) which will include the provision of specific domestic abuse support for children and
young people victims who are in safe accommodation within the recommissioned service (see paragraph 20).
- Enter into an initial two-year Funding Agreement with the OPCC under which the council will receive a funding transfer of up to £60,000 per annum during its term from Gloucestershire OPCC to fund one full time Children and Young Person Independent Domestic Violence Advisor (CHIDVA) in the recommissioned service proposed in Recommendation 1 above (on the basis described in the Resource Implications section below) during the period 1 April 2027 until 31 March 2029.
