Decision

Cllr Ashley Bowkett sought Cabinet approval for the proposed policy for the Council to charge residents for recycling excess Do-It-Yourself (DIY) waste above the free allowance at Household Recycling Centres (HRCs).

Having considered all of the information, Cabinet noted the report and RESOLVED to:

  1. Approve the adoption of the DIY Waste Charging Policy set out in Appendix 1 to this report in relation to excess DIY waste brought by residents above the free allowance for recycling and disposal at the council’s five Household Recycling Centres.

  2. Delegate authority to the Executive Director of Economy, Environment and Infrastructure in consultation with the Cabinet member for Nature, Climate and Waste Reduction to:

  3. 1 Implement the above DIY Waste Charging Policy at all five HRCs in Gloucestershire;
  4. 2 conduct a search and assessment process under Lots 1-3 of the Crown Commercial Services Framework RM1557 (G-Cloud 13) to identify the preferred tenderer that best meets the council’s budget and specification requirements in respect of a call-off contract for the supply and ongoing support / maintenance of an online customer booking and payment system to facilitate the implementation of the above DIY Waste Charging Policy. The call-off contract shall continue for a period of 3 years commencing September 2026 and include an option to extend its term for a further period of 12 months.
  5. 3 Award the above call-off contract to the preferred tenderer.

  6. 4 Determine whether to exercise the above 12-month extension option on the expiry of the initial 3 year term subject to satisfactory supplier performance and continued service need.

  7. Modify the council’s existing Household Recycling Centre Service contract with Ubico Ltd (a waste services company that is owned and controlled by Gloucestershire County Council and seven other local authorities) for the purpose of making provision for any additional Ubico staff that may become necessary in order to implement the above DIY Waste Charging Policy at each of the five HRCs.
