Full council record

Purpose

To seek approval for the revised scheme costs and funding allocations within Gloucestershire’s Local Transport Delivery Plan 2026–2030 (LTDP) on the basis described in this report, replacing the costs and allocations previously approved by Cabinet on 23 September2026.

Once approved the Council will submit its Quarter 2 return and updated delivery information to the Department for Transport no later than 31 October 2026 on the basis set out in Appendix 1 to this report.

Whilst the above revisions will have no material impact on the total funding allocation from LTDP it does alter how these funds are allocated.

Decision

This decision was taken under the Council’s urgency procedures.

Reason for urgency: The Department for Transport required the Council’s Quarter 2 return and updated Local Transport Delivery Plan information to be submitted by 31 October 2026. Urgent implementation was required so that the Section 151 Officer could approve and submit accurate scheme cost, funding and delivery information by the Department’s deadline. Deferring implementation would have placed the Council at risk of submitting information known to be incomplete or missing the statutory reporting deadline, which could have affected the Department’s confidence in the Council’s programme management.

Decision: Gloucestershire Local Transport Delivery Plan (LTDP) – Updated Scheme Costs and Funding Allocations

Having fully considered all the available information, the Cabinet Member for Sustainable Transport and Road Safety has rejected the alternative options and agreed to take the recommended decision to:

  1. 1.    Approve the updated scheme costs and funding allocations within Gloucestershire’s Local Transport Delivery Plan 2026 2030, as set out in Appendix 1 to this report, replacing the allocations previously approved by Cabinet on 23 September 2026.
  2. 2.    Delegate authority to the Executive Director of Economy, Environment and Infrastructure, in consultation with the Cabinet Member for Highways or (as appropriate depending on portfolio), the Cabinet Member for Sustainable Transport & Strategic Highways, to submit the updated Local Transport Delivery Plan scheme allocations described in Recommendation 1 above to the Department for Transport. Finance confirmation and Section 151 Officer assurance will be obtained before submission.
  3. 3.    Delegate authority to the Executive Director of Economy, Environment and Infrastructure, in consultation with the Official - Financial Cabinet Member for Highways or (as appropriate depending on portfolio), the Cabinet Member for Sustainable Transport & Strategic Highways, to approve any further re-allocation of the LTDP funding, as set out in Appendix 1 to this report between the schemes set out in the revised LTDP in Appendix 1, in circumstances where schemes cannot proceed on the basis set out in the LTDP 2026-2030, are not deliverable, are delayed, or can in their entirety be funded from alternative funding sources, on the basis the overall revenue and capital funding per transport mode remains as set out in figure 1 and figure 2 of the Cabinet report described in Recommendation above, as well as column 2 of table 1 in this report.

For the reasons set out in the published decision report.

In coming to this decision, the Cabinet Member for Sustainable Transport and Road Safety gave due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and also the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.
