Purpose

The decision follows the authorisation granted by cabinet 3 November 2025 to award the contract for a Single Provider Framework Agreement for the supply of PRG (hereafter referred to as the ‘Framework’) and the first Lot A Call-off Contract to Cranstoun Services Ltd on completion of a compliant Light Touch procurement process in accordance with the Procurement Act 2023 using the open procurement route to market ensures continuity of high quality provision of behaviour change and early response interventions for perpetrators of domestic abuse, and safety support for their victims, in Gloucestershire.

Decision

Following the conclusion of the above-mentioned procurement process and having consulted with the cabinet member for Public Health, Communities and Fire in accordance with Cabinet’s decision of 3 November 2025:

DECISION

1. To approve the award of a Single Provider Framework Agreement for the supply of Positive Relationships Gloucestershire (PRG) to Cranstoun Services Ltd. The proposed Framework Agreement shall continue for a period of four years.

To approve the award of the first Lot A call-off contract under the PRG Framework to Cranstoun Services Ltd as the sole appointed provider, the call-off shall continue for an initial term of four years commencing 1 July 2026 (with a break clause on its second anniversary) and includes a 2 year extension option commencing 1 July 2030 (i.e. 4+2 years).
