Purpose

The above decision implements Resolution 5 of the July 2024 Cabinet paper - which delegated authority to the Director of Public Health to call off services from the GDASS single provider Framework Agreement (hereafter referred to as the ‘Framework’) provided the contract value under £500,000.

The current call-off contract will expire on 30 June 2026 and the above call-off contract will continue delivery of core modules on the Gloucestershire Domestic Abuse Training Pathway as well as enabling the expansion of the training content and delivery to cover additional modules on the pathway and areas of emerging need for training.

The above call-off contract will also support the council in meeting its statutory duties (under part 4 of the Domestic Abuse Act 2021) by helping to equip professionals with sufficient domestic abuse and safe accommodation awareness to enable due consideration of safe accommodation within safety and support planning.

Decision

Having consulted with the Cabinet Member for Public Health, Communities and Fire (as successor to the Cabinet Member for Adult Social Care Delivery) in accordance with a cabinet decision dated 24 July 2024:

DECISION:

To award, the council’s second Call-Off Contract for the supply of domestic abuse support services to the sole framework supplier, GreenSquareAccord Limited, under Lot E (Training, Awareness Raising and Engagement) of the council’s single supplier GDASS Framework Agreement).

The proposed Call-Off Contract shall continue for a period of twelve months commencing 1 July 2026.
