Purpose

The above decision implements Resolution 5 of the July 2024 Cabinet paper - which delegated authority to the Director of Public Health to call off services from the GDASS single provider Framework Agreement (hereafter referred to as the ‘Framework’)provided the contract value under £500,000.

This call-off contract expands and develops existing provision under call-offs which will end on 30 June 2026.

The above call-off contract will continue for one year as a bridging arrangement ahead of Cabinet approval in July 2026 for a longer-term contract to enable the continued provision of enhanced GDASS help desk/front door and floating support roles. These roles will provide a timely response for victims approaching the GDASS service who need support to access safe accommodation, and sustains an increase in domestic abuse support work providing support and advocacy as well as increasing groupwork provision including to victims in safe accommodation.

Decision

Having consulted with the Cabinet Member for Public Health, Communities and Fire (as successor to the Cabinet Member for Adult Social Care Delivery) in accordance with a cabinet decision dated 24 July 2024:

DECISION:

To award, the council’s fourth Call-Off Contract for the supply of domestic abuse support services to the sole framework supplier, namely GreenSquareAccord Limited, under Lot A (core support for victims) of the council’s GDASS Framework Agreement.

The proposed Call-Off Contract shall continue for a period of twelve months commencing 1 July 2026.
