Purpose

The Wellbeing Suites comprise two CQC-registered places providing the regulated activity of accommodation for persons who require nursing or personal care. They were primarily commissioned for young people requiring additional support following a mental health assessment or as a step-down from secure accommodation.

Following consideration of the regulatory position through a joint CQC and Ofsted panel, the Council was advised that the Wellbeing Suites could not continue under the existing arrangements without registration as a children’s home with Ofsted and so ceased to operate in June 2026. They therefore cannot continue within the scope of the current contract.

A review of the remaining supported accommodation service also concluded that the registered nurse, Head of Wellbeing and Team Leader requirements no longer reflect the staffing model needed to deliver that service once the Wellbeing Suites are removed. The variation aligns the contract with the revised operating model while retaining the provider’s responsibility to deliver the remaining contractual outcomes, support requirements and performance standards.

Decision

To approve a variation to the contract with Homes 2 Inspire Limited for the delivery of accommodation and support services at Trevone House, using the Change Control Procedure in Schedule 8, to:

• remove the two Wellbeing Suites from the scope of the contract and commence their decommissioning and deregistration from the Care Quality Commission;
• remove the contractual requirement for a registered nurse within the staffing model and amend the relevant minimum staffing performance requirement;
• remove the Head of Wellbeing function and revise the Team Leader requirements within the contractual staffing model; and
• make the associated phased adjustment to the contract price and payment arrangements.

For operational reasons, the changes are already coming into effect in phases from 1 October 2026. Any future use, registration or operation of the Wellbeing Suites will be considered separately and is not authorised by this decision.
