Purpose
To consider the outcome of the statutory consultation and determine whether to make the Permanent Traffic Management Order to introduce designated dockless e-bike parking bays.
Decision
- Considered the material, site-specific objections received during the statutory consultation in relation to the proposed dockless e-bike parking bay locations set out in Appendix A of the report and detailed in Appendix B of the report.
- Approved the making of a permanent Traffic Regulation Order (TRO) under the relevant provisions of the Road Traffic Regulation Act 1984 to designate on-street parking places for dockless e-bikes at the locations listed in Appendix B of the report, where, having considered the objections received, it is considered appropriate for those locations to proceed.
- Approved the modification of specific locations, where appropriate, in response to the objections received, including minor adjustments to siting, layout or extent of the proposed parking bays, provided that such modifications do not materially alter the overall scope or intent of the scheme
- Agreed that any locations where objections are considered to be material and cannot be addressed through minor amendment will not proceed at this stage and will be subject to further assessment, additional statutory consultation and a subsequent report, if required.
- Authorised officers to publish the Notice of Making and proceed with implementation of the TRO at the locations approved through this report.
- Noted that locations where no material, site-specific objections were received have been considered separately under Report 1.
