Purpose

Take a decision to lease Ashburnham Grove for Adult Social Care use

Decision

  1. Agreed in principal to enter into a lease agreement with Pines Community Interest Company (Pines CIC) of 75 Ashburnham Grove, London, SE10 8UJ, the site as shown on the red-line plan attached at Appendix A, substantially on the terms contained in the Heads of Terms as set out in Exempt Appendix B, for a period of 10 years and 2 months. 
  2. Agreed in principal to enter into an underlease with Bridge 86 Limited (operating as Bridge Support) of 75 Ashburnham Grove, London, SE10 8UJ, the site as shown on the red-line plan attached at Appendix A, substantially on the terms contained in the Heads of Terms set out in Exempt Appendix C, for a period of 1 year.  Bridge Support will provide specialist support services with 24 hour site mental health support worker presence. 
  3. Noted the risks outlined in section 4.9 and the Comments of the Director of Resources in Section 9 and Exempt Appendix D.
  4. Agreed to delegate to the Director of Place and Growth (in consultation with the Director for Resources) authority to negotiate the lease details, within the parameters of the Heads of Terms, and enter into both lease and underlease agreements, including entering into Agreement for Lease / Agreement for Underlease and any other ancillary agreements as required.
  5. Agreed to treat the information contained in the Exempt Appendices B, C and D to this report as exempt information in accordance with the provisions of paragraph 3 of Schedule 12A to the Local Government Act 1972 (as amended) (information relating to the financial or business affairs of any particular person, including the authority holding that information). To agree that this exempt information contained in the Exempt Appendices B, C and D shall not be released to the press or public.
