Purpose
Procurement of a specialist partner for SEND improvement work

- Approved the direct award of a call off contract for services under Crown Commercial Service (CCS) Framework MCF4 to Newton Consulting Ltd (“Newton”)(Company number: 04279175), to deliver a transformation programme for children with special educational needs and disabilities (SEND) as set out in section 4 of this report.
- Approved a fee of up to £6.5m broken down into two phases over a 2 year period from the date this report is signed off by the Chief Officer as set out in Section 4 under financial considerations. This includes the fee being contingent on achieving specific outputs and outcomes, including unlocking Department for Education Financial support worth a potential £20-26m for the Local Authority.
